Women’s Budget Group, Nigeria (WOBUGRON)

The launch of the WOMEN’S BUDGET GROUP, NIGERIA (WOBUGRON) in SeptemberPROFILE LOGO 2016 was facilitated by the Center for Gender Economics Initiative(CGE Africa) based on organizations’ history in the area of gender aware research, training and advocacy. The network itself was formed with the intention of creating space for sustained and focused advocacy around gender concerns especially as they relate specifically to resource allocation as well as to more general issues of participation and transparency within the sub text of the broader national macroeconomic policy and planning. Critical to this, is the whole question of space and access in relation to economic justice for women as well as space for civil society to engage actively in the policy space as one way of sustaining democratic governance.

The network is a civil society led initiative but is modeled to partner with the parliament as well as to have some local government level focus. Also identified, as key allies in this process are members of the academia as well as other relevant state institutions and agencies. Currently, the network is made up of twenty five (25) representatives from all the categories mentioned above, and there are attempts going on to expand the membership of the network. The work methodology of the network revolves around research, advocacy, enlightenment, training and sensitization, with key committees built around these areas.

Presently, the network is structured to accommodate a secretariat: (Lagos office of the Center for Gender Economics Initiative) and an interim steering committee.

 

GOAL

Achieving gender equity through a participatory budgetary process by ensuring that the voice of the network influences policy formulation

 

PROGRAMMATIC STRATEGY

Sustained advocacy and lobby with respective focus on specific sectors. Impact will be measured against the attainment of the sustainable development goals and specifically around the following

Objectives;

  • To mainstream gender into policy and budgetary process.
  • To build and empower a critical mass of stake holders to influence the budgetary process.
  • To strengthen the capacity of the WOBUGRON to engage with the policy space on Gender Budgeting.
  • To carry out evidenced based advocacy to influence the Budget process.
  • To build broad alliances with national and international partners to ensure sustainability.

 

WHAT IS A GENDER BUDGET?

A gender budget does not presuppose a separate budget for women. Rather it means that the exercise of budgeting must be gender responsive. That is to say – every input that goes into the budget should be assessed for its effect on women as care givers, income earners and community organizers, effectively also benefiting men and children. Also, a gender budget does not presuppose that focus will only be made on that aspect of the budget that provides for women, e.g. the women’s ministry. What it means is that all segments of the budget must be analyzed for their impact on the lives of women. By virtue of women’s interconnecting roles, what happens to women also impacts on children, the aged, and men. Poverty, lack of access to health, employment, and education would invariably have a negative impact on the lives of women and consequently, that of the family.

Women as caregivers increasingly bear the burden of poverty in their families. They provide health care services to sick members of their families who should have been receiving medical attention in hospital, and many spend over 6 hours daily in search of potable drinking water. Women also spend many productive hours in search of firewood or other sources of energy. These activities represent major aspects of the economy because it is this unpaid domestic work of women that sustains families, nurtures children, and prepares men’s mental and physical energies so that they are ready for the marketplace where labour is rewarded with income. Though unpaid, women’s work in the home actually sustains life and our economy.

It is therefore important to examine how policies, programmes and processes are structured so that women’s energies are not neglected but rather are managed in order to preserve their total well-being and effectively the well-being of the nation. It is also important to look into how their time could be freed to allow room for other endeavors such as active political participation. A policy and resource allocation process that recognizes the unique position of women in subsidizing the state is relevant for the attainment of this ideal.

Our focus though, must perforce include the planning, policy programming, and monitoring aspects of budgeting, because this is the cycle that gives rise to monetary allocation and determines whether or not resources actually reach the audience for whom they are meant.

 

BECOMING A MEMBER OF THE WOMEN’S BUDGET GROUP, NIGERIA (WOBUGRON)

Intending members are required to fill a membership form which is available at the secretariat. The filled membership form should be handed over to the secretariat via email. Membership is based on organizational or professional involvement in budget related work or ongoing work/interest in advocacy. The membership also allows for representatives from relevant government agencies in a bid to encourage government/civil society dialogue.
